    looks like you have configured that IP as Mysql remote IP for all the cpanel accounts, in that case yes you will have remove it manually.

After you have done this, if you would like to configure access from all users" accounts click here.
    If you clicked the "Click Here" link, then you'd need to remove the host from each user via the "Remote MySQL" option in cPanel, or with a command such as:
    uapi --user=test123 Mysql delete_host host=1.2.3.4
