    Hi, The default file that is picked is local.ini, and this is what used actively by the WHM MultipPHP INI editor too.. This would be making the difference in your case. Check the below manual .. MultiPHP INI Editor for WHM - Documentation - cPanel Documentation

Note that changes to the PHP configuration should be made through the MultiPHP INI Editor in cPanel or WHM.     This is about making the change to the 10-opcache.ini not php.ini. There is no gui editor for opcache.ini as far as I know.
