Redirect not working

I have attempted to setup a 301 redirect from one web page on my website to another page on a different website and on a different server. I own both of these websites though. After setting up the 301 in cpanel Redirects nothing happens after, what am I doing wrong here? I saw it mentioned somewhere that this wont work if ModSecurity is on so I did a search for that in httpd.conf and this is all I could find and it appears to be off? SecRuleEngine Off

  Hello, Do you notice any error messages in /usr/local/apache/logs/error_log when the redirect fails to work? Also, can you verify the domain name you added the redirect for resolves to the cPanel server? Thank you.
