so "Backup Restoration" link in WHM does nothing since it can't be used

It can be used if backups are available that it can find. On the Date tab you'll note links to available backup dates you can restore an account from, displayed. 47323 If you're restoring a Full Website Backup from off server backups as you mentioned:
With legacy restore I would simply move my off site backups back to backup/cpbackup/

You'd use the tool mentioned above: WebHost Manager "Backup "Restore a Full Backup/cpmove File

Ok just so I have it strait. :O) The "Backup Restoration" can be used if backups were created and left on the server correct? But if off-site backups are moved to the server then I must use "Restore a Full Backup/cpmove File" I see no way to look and or change a directory in "Backup Restoration" to locate where I put the restore files at.

If you backup an account on one server, and then upload it to another server into the backups directory where you might have existing backups, it won't show up on that calendar I posted an image of. It will show up under the: WebHost Manager "Backup "Restore a Full Backup/cpmove File, Username for the account that you wish to restore: menu listing.

ok so like I said to make is easier to understand for me is 'Backup Restoration" only works if you let the server backup to it's self and does not migrate to another server at all. If the backups migrate to another server and you move them back to restore when needed then "Restore a Full Backup/cpmove File" is to be used.

AFAIK, that's correct. If you're looking for a very easy way to migrate accounts from one server to another, you might like to know about this tool: WebHost Manager "Transfers "Transfer Tool That is by far the easiest and most useful way to do it. Docs for that are here: Transfer Tool - Version 64 Documentation - cPanel Documentation
