How do I enable AllowOverride All in WHM

I need to enable AllowOverride All in WHM. I also need Mod_authn_file configured properly to allow use of the AuthUserFile location. Can someone please let me know how I can do so in a VPS, in simple terms, if possible? Thanks in advance
