cPanel Fails to Restart

Dear Admin & All user, I'm using cpanel in my centOS, that's run good before shutdown server and restart it notification is: in root: [PHP]service cpanel start [/PHP] and error is:
Starting cpanel: Cpanel/Locale/Utils/User.pm did not return a true value at /usr/local/cpanel/Cpanel.pm line 24. BEGIN failed--compilation aborted at /usr/local/cpanel/Cpanel.pm line 24. Compilation failed in require at /usr/local/cpanel/Cpanel/Mailman/Filesys.pm line 10. BEGIN failed--compilation aborted at /usr/local/cpanel/Cpanel/Mailman/Filesys.pm line 10. Compilation failed in require at /usr/local/cpanel/Cpanel/Mailman.pm line 11. BEGIN failed--compilation aborted at /usr/local/cpanel/Cpanel/Mailman.pm line 11. Compilation failed in require at /usr/local/cpanel/etc/init/startup line 14. BEGIN failed--compilation aborted at /usr/local/cpanel/etc/init/startup line 14.
Can't start cpanel service. How can help me fix this error. Thanks47651

  Hello, Please run the following commands and let us know if you notice any error messages:
  /scripts/check_cpanel_rpms --fix /scripts/upcp --force

  /scripts/check_cpanel_rpms --fix
  and error code is
  Cpanel/Wrap/Config.pm did not return a true value at /usr/local/cpanel/Cpanel/AdminBin.pm line 17. BEGIN failed--compilation aborted at /usr/local/cpanel/Cpanel/AdminBin.pm line 17. Compilation failed in require at /usr/local/cpanel/Cpanel/Hooks.pm line 14. BEGIN failed--compilation aborted at /usr/local/cpanel/Cpanel/Hooks.pm line 14. Compilation failed in require at /usr/local/cpanel/Cpanel/RPM/Versions/File.pm line 20. BEGIN failed--compilation aborted at /usr/local/cpanel/Cpanel/RPM/Versions/File.pm line 20.   Hi, Try to run following command and after that restart cpanel service. /scripts/upcp --force
