    Hello, It looks like this issue stemmed from custom Apache templates located in the /var/cpanel/templates/apache2_4 directory. The custom templates were missing the appropriate "AllowOverride" entries. Removing the custom templates and rebuilding the Apache configuration file via "/scripts/rebuildhttpdconf" solved the issue. Thank you.

    You should not remove the default template files. The only files you would move out of the way as a workaround are the ".local" template files. Feel free to open a support ticket using the link in my signature if you'd like us to take a closer look. Thank you.
