Hello, Might be your ISP IP is blocked on server firewall. Are you able to ping server IP from your system ?

Hello, Are you able to access this server via SSH? If so, could you let us know the output to /usr/local/cpanel/logs/login_log during the failed WHM login attempts? Ensure to remove any references to real domain names or IP addresses when providing us the log output. Thank you.

    run commnd /usr/local/cpanel/logs/login_log

Hello, That's a path to a log file as opposed to a command. To view it, run a command like this:
    tail -100 /usr/local/cpanel/logs/login_log
Ensure to remove any references to real domain names or IP addresses when providing us the log output. Thank you.

Hello, The image you provided suggests the root user is locked out by cPhulk brute force protection. The following document explains how to remove a lockout from the command line: cPHulk Management on the Command Line - cPanel Knowledge Base - cPanel Documentation Thank you.
