Server Very Slow (Cpu, Load Fine)

hi, i am kaisar, from few days i am getting a problem of slow server, i checked cpu, load everything is fine, i contacted with datacenter (online.net support) they checked every thing is fine, they also check bandwidth, ram everything seems okey. i see apache_php_fpm is down, now please tell me how may i make faster my server, frontend almost fine but backend is totally slow (for uploading may be)
