Cannot connect to mail server to send e-mails

I am new here.
I hope to find help here.
I have cloud VPS. Usually I am using mail client form my notebook in my office.
No I am out of office with my notebook but my e-mail client cannot connect to server to send e-mails...
There is no such problem in my office. Everything is perfect.
I tried to send test mail via my cell phone and everything is ok.
But I cannot send mails via notebook now.
I am not sure but I think it is related to my current IP. I cannot fine the right information in documentation section.
I dont have such problems with my old cloud VPS.
Please give me a direction.

I want to give additional information... (I cannot edit my other post) I my mail client I have 6 email accounts from this cloud VPS. The e-mail client checks for new messages every 10 min. I dont know ... is there any protection for often access. 0 -
