How to create user with acess to ftp and all folders like root?

Hello, I need help with this: I have latest CentOS linux on my VPS with full root acces. I have installed WHM with Cpanel and WHMCS. I have buyed license... I have disabled ssh root access with password and changed ssh port for security reasons... But i cant login to ftp as root... I created new user press ssh logged in as root and give this user group of his username and tried to login via ftp.But i cant login. Can someone help me please?
