Incremental backups and Google Drive

I have seen incremental backups and Google Drive. Can be implemented Amazon S3 backup?

  Hello, As of cPanel version 66, Rsync is the only remote destination type that supports incremental backups. Google Drive and Amazon S3 only support the use of standard backups at this time. Thank you.

  As I understand it uses an algorithm that minimizes the amount of data copied. In this way it will me moved the portions of files that have changed. Is this correct? This topic is 5 years on most Linux distributions. When can be supported Amazon S3 as standard option?
