Mod_rewrite does not work after upgrade to v66.0.15

After upgrading from cPanel to v66.0.15, mod rewrite does not work. I've checked apache and it states that the module has loaded.

  Hello, Could you provide us with a method to reproduce this issue? For instance, what's a specific Mod_Rewrite rule you are using and what PHP handler is enabled?   I can also confirm update to v66.0.17 all sites seo urls are dead sites work fine but but no friendly urls wordpress joomla etc
