How important is CGI Access?

helo sometime i got message "A user recently uploaded a CGI script than can send email" and it shows following script that indicate potentially send big number of email (spam) so from this case, i want to ask. when we create a new package, there is an option "CGI access". how important is that? if we uncheck "CGI access", what will happen next? since allow CGI access can cause spammer
