Disable password-based FTP access for all accounts?

I'm quite new to this. I don't want to do this with IP-based access list as there may be a lot of IPs to deal with. I just want to completely turn off password-based access and only enable key-based authentication for FTP. I think Host Access Control is irrevelent for this purpose? Can it be done at CSF or cPHulk level?

  Hello, There's no support for key authentication using PureFTP or ProFTP. Instead, you'd want to use SFTP for key-based authentication: How to Configure Your SFTP Client - cPanel Knowledge Base - cPanel Documentation Note that SFTP access is only possible for system users. For instance, you can use the cPanel account username, but not the usernames associated with virtual FTP accounts (e.g. user123@domain.tld). Thank you.
