High load averages, barely using RAM or CPU

Hi, I've been looking in the forum but I haven't found a fix or what could be happening. My server is having huge high load averages but is barely using RAM or CPU Load Averages: 32.25 30.09 28.34 - Removed - I have heard it could be due to I/Os but being honest, I don't know much about it..
