Logging into accounts with keys

How can I log in to user accounts home dir to upload files with FTP disabled? I have created user keys in cpanel and added each cpanel user to my sshdconfig but I'm still unable to login. #SSHD Config PermitRootLogin no Password Authentication no AllowUsers admin cpaneluser1 cpaneluser2 cpaneluser3

  It works now i just had to restart sshd
