cPanel reactivation fee?

Hi all, I am using dedicated cpanel license but we buy the licence from time to time to update cpanel because we use it for personal purpose so we don't need WHM and Cpanel access. Today when we tried to buy license we got the email that we need pay extra 64$ because of reactivation fee. What is that and why this time we need pay it? Its same price as we used Cpanel but we didn't have access to WHM/Cpanel. I think it's not fair we need pay for something that we didn't use! Are have any solution or we need request refund of paid license and move to zPanel? EMAIL: Thank you for your recent licensing order for IP 195.29.82.119.     That makes no sense to me. :confused: Please feel free to contact cPanel Customer Service if you like: Support & Customer Service | cPanel, Inc. No one on these forums can assist you with this matter though.
