Allow users to change file read/write?

How can I allow users to change the permission of their files (read/write).

  if the files are within their website directory, they can do it easily from File Manager option in cpanel.

  Hello, You should already be able to do that using File Manager or FTP. Are you receiving a specific error message during the attempt to do so? Thank you.
