packages being disabled

I have one package disabled and I created a new package which automatically got disabled with the following error -

The following packages have been disabled because they have unlimited bandwidth or quota limits:

I've tried changing everything I can think of including doing a reset with no luck. Any thoughts??

  Hey there!  Are you logged in as a reseller while performing this work?  I wouldn't expect there to be any such restrictions on the root user, but a reseller would not be able to create unlimited packages unless they were specifically granted that option.
