hello , Why can't I find "Email Deliverability" in my Cpanel?

  It's prob. turned off in your feature list.  If you have root access you can modify the default/disabled feature list.  If not, you'll have to ask your host why it's disabled.

  Do you know where I can access my list of features? I purchased the server through Godaddy, and is it possible that the reason this option does not appear is because of the plan I purchased?

  If you have root access, log  into WHM and search for feature manager.  You should see the default and disabled lists.  If you don't have root access, you need to ask the hosting company.
