libc-client for PHP 8.3?

libc-client seems to no longer be available in EasyApache for PHP 8.3. Any reason why?

  Hey there!  I *think* I know the answer to this one, but I'm going to check with our development team tomorrow to make sure and I'll post again once I have more info!

  I reached out to the team and they confirmed that the necessary software is compiled into PHP as of 7.4 and newer, and we actually are planning to completely remove the tool from PHP in the near future.  At this point, there's no reason you should need to manually install that software, but please let me know if you're seeing any issues.
