Hey there! Are you able to run the following command from your server and make a successful connection?
telnet gmail-smtp-in.l.google.com 25
Note: you may need to run "yum install telnet" if that tool doesn't exist on your machine.

Just to further confirm, what if you try this:
telnet outlook-com.olc.protection.outlook.com 25

for the telnet gmail-smtp-in.l.google.com 25 it got an issue Trying 2a00:1450:400c:c02::1b...
telnet: Unable to connect to remote host: Cannot assign requested addressand for
telnet outlook-com.olc.protection.outlook.com 25
same Trying 52.101.73.25...0 -
Thanks for the confirmation. This shows that your server just isn't able to send email in general as port 25 is blocked by your provider. You'll have to speak with your provider to see if they can unblock that on their end, or you'll need to configure a smarthost as outlined here:

Actually this is hosted on my Aws instance and i am using cpanel licence so i have full control on both side can you tell me what to chnage in that case

It doesn't matter that you have full control over the server - AWS blocks port 25 outside of your machine. Details on this, and a way to ask them to remove that restriction, can be found here:
https://repost.aws/knowledge-center/ec2-port-25-throttle

can you recommed any smarthost providers ia m new to this

Unfortunately I can't - since cPanel doesn't provide that service I don't have any official recommendations.

Thank you very much for your mail do you have any docs on how to add elastic ip in whm outboundmail

The Elastic IP, as far as I understand it, is just the IP address assigned to your instance. If that's true, it's already configured in cPanel & WHM to send properly.
