Email Quota only set by Administrator

I'd like to set the email account sizes for all CPanel users from the WHM/administrator end, ensuring that quotas cannot be altered from within the CPanel interface.

  Hey there!  I don't have such an option available - if you'd like to see this added to the product I'd recommend submitting a feature request at features.cpanel.net.  If implemented, this would likely get added to the WHM >> Feature Manager area.
