Thanks Andrew for your great help my server has been off for a whole week with no one understanding the issue. issue is now solved the server is running well now.

Well there were a couple of problems here. The system was stuck at Stage 4 due to bad (CentOS 7) repos and it was still running on CentOS 7 kernel. Furthermore yum was corrupted complainng about missing ".so" files. I have copied the missing files over from another server and replaced the repos with the correct ones then I could continue the Elevate process to reinstall the softwares which were removed in the earlier stages. EasyApache profiles were lost so I had to rebuild them from scratch.
MySQL was broken due to an unfinished upgrade from MySQL 5.7 so I had to install MariaDB 10.6 instead and it came back to life. It was a 3h work but I'm glad all is sorted now :)
