Can be pointed to the content if WHM error misconfiguration?

We have used CloudFlare and pointed IP and A record to the web server. As cPanel does not have any account creation, can be avoided misconfiguration error?

We do not like to add an account inside WHM as it is billed per a new accunt.

  Only root can create accounts. If you have resellers make sure you disable this availability it WHM for them.
