IP in csf.deny, can it still use our DNS resolution service?

When an IP is added to the csf.deny list, can it still use the DNS service on that server or does this service also become unavailable to them? My first guess is that it will become unavailable to them, but I just want to make 100% sure.  I cannot test as I do not have an IP that I can use for test blacklisting purposes right now.

  If you deny an IP in CSF it can't access any service on that server.  If DNS is on the server that the IP is blocked on, they won't be able to access DNS.
