We are aware of an issue after updating to cPanel versions 11.110.0.65, 11.126.0.21, or 11.128.0.11, some cPanel plugins or features are no longer functioning properly including WP Toolkit. Presently, updates for releases are temporarily disabled while we continue working on a solution for the missing addon features directory. Please see the following article for more information and updates:

    Hey there!  All the email limits we have in place are hourly, so I don't have anything that would provide a minute-by-minute limit for email.

    cPRex Can this be done per server? (not on account level) This could already mitigated the "throttling" of the host

    There's no way that I know of to perform such a task on a cPanel server with our built-in tools.  If you'd like to see something like that I'd recommend submitting a feature request at features.cpanel.net and I can bring that up with the email team, but obviously that won't help you in the current situation.

    Ok thanks - seems SmartHost is the way to go.
    If I use Mailgun as SmartHost do I need to declare every domain? (the tutorial is not 100% clear on that)

    If you're using the details here:

    then no, you can just specify that wildcard and it will work for all domains.
