PHP Selector - cPanel Users Can't Change Settings

Hi,

In cPanel/Software/Select PHP Version/

Also, when you go into this feature, there's an erro:

"Error
Could not load data from /etc/cl.selector/php.conf: Error at line 10: Required separator = not found. Please see http://docs.cloudlinux.com/index.html?custom_php_ini_options.html".

Users are unable to change settings.  None of the pull down menu/selectors work. Kinda like everything is grayed out.

Is there a setting in WHM that would give cPanel users the ability to change their PHP version?

  As the error message says the error is in file
  /etc/cl.selector/php.conf
  in line 10
