Why can't new cPanel releases create subdomains outside of public_html ?

Hi, I need to create a subdomain in cPanel so that I can work on a dev version of the site while not affecting the real/public website.  I don't remember what version this changed, but I cannot create it outside of the account's public_html directory.  I always created subdomains outside of public_html but now I can't.  Why?!

  WHM -> Server Configuration -> Tweak Settings -> Domains -> Restrict document roots to public_html
