If you don't have root access (either via WHM's Terminal or shell access to the server) or access to the ConfigServer CSF firewall menu (which will allow you to restart LFD), you will need to contact your server administrator who can perform this action for you.

Thanks, I already contacted the administrator who created the website before now and even today, he's not willing to help for unspecified reasons. It was not until I did some cyber security courses online that I discovered the site was unsecure. Is there anyone I can contact here just incase the administrator continues to decline my request? This is important because I have started running ads. I also have evidence of payment for the services rendered by the administrator.

You have to contact the hosting company that provides your server.   There is nothing cPanel (the company) or any of us can do if the person who operates the server  or who created the website does not want to cooperate with you.

You should consider migrating your sites to a provider that is offering to support the server!!
