    If you look here:
    https://support.cpanel.net/hc/en-us/articles/360052485333-How-to-change-the-Exim-SMTP-port-from-25

    it says:
Changing the port for Exim to something other than 25 will prevent your server from receiving any mail.

Ok thanks quietFinn,  well i guess i will leave it as default since it seems to be working, the tech at namecheap just said he recommended i set up implicit SMTP 465 because of my new cert so i was trying to follow his suggestion  lol    If i understand implicit correctly it just means that SMTP 465 is the only way the server should be set up to connect and everything else blocked.   Maybe he did not know about that doc text.   Everything seems to work so maybe its time for me to stop trying to fix what is not broken since everything is fixed now and working lol  :)

Also thanks for the doc link also.  As always thank you so much for your assistance :)

if you go to WHM -> Service Configuration -> Exim Configuration Manager -> Basic Editor -> Security
    there is a setting:
Require clients to connect with SSL or issue the STARTTLS command before they are allowed to authenticate with the server.

Maybe that is what they meant.
