Problem with system update prevents CPanel upgrade
The system update option throws the following errors for me, and CPanel is stuck on 130.0.17 (Almalinux 9):
"/usr/bin/dnf” reported error code “1” when it ended: w/ /usr/bin/dnf upgrade --color=never -y
This system is receiving updates from CloudLinux Network server.

Problem 2: package alt-python-internal-3.11.13-2.el9.x86_64 from alt-common conflicts with lvemanager < 7.11.23 provided by lvemanager-7.11.14-1.el9.cloudlinux.noarch from cloudlinux-x86_64-server-9
- cannot install the best update candidate for package lvemanager-7.11.2-1.el9.cloudlinux.noarch
- cannot install the best update candidate for package alt-python-internal-3.11.12-1.el9.x86_64
(try to add '--allowerasing' to command line to replace conflicting packages or '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)
Often errors like this can be resolved by running `dnf makecache`
I have tried dnf makecache and while no errors are shown, that does not make any difference.
I have already done $ /usr/bin/dnf upgrade --nobest, which resolved some of the errors that used to show about ImageMagick e.g.:
Problem 1: cannot install the best update candidate for package ImageMagick-libs-6.9.12.93-1.el9.x86_64
- nothing provides libraw_r.so.23()(64bit) needed by ImageMagick-libs-6.9.13.25-1.el9.x86_64 from epel
Problem 2: cannot install the best update candidate for package alt-ImageMagick-7.1.1-19.1.el9.x86_64
- nothing provides libraw_r.so.23()(64bit) needed by alt-ImageMagick-7.1.2-19.1.el9.x86_64 from alt-common
That --nobest update showed the following output:

In case it's relevant, the Cloudlinux subscription for the server had expired in November and has been renewed now. After renewing that I ran:
$ /usr/sbin/clnreg_ks --force
Any thoughts on what needs trying here, and what has gone wrong? I assume these errors explain why the CPanel version is not up to date, but I would have thought --nobest would have permitted that to update.

Does dnf update work? If so try to update cloudlinux-release package first then see if cPanel update goes fine now.

I face the same problem. My version is stuck at version 134.0.17 (AlmaLinux 9)
No matter how I try to upgrade (even through the terminal) I am always ending up at this version. The update seems to be completing without problems except for "E The install encountered a fatal error: (XID 8q65ry) The system failed to determine the “mysqld” version." because the mysql is uninstalled.
I am sustaining attacks from hackers managing to create API Tokens, new accounts, even reset my WHM root password. I am at a continuous alert reversing such actions.
How can I effectively upgrade to a secure WHM version?
Update: Through the email I get a "update failure" notice every time I attempt an update stating:
The `/usr/local/cpanel/scripts/updatenow --upcp --log=/var/cpanel/updatelogs/update.8302.236122.1777572925.log --force` command failed and exited with the code “2” (signal = 0)

The system failed to determine the “mysqld” version." because the mysql is uninstalled.
This is the problem. Do you have MySQL installed? Is it a DNS only server?

No, my server used to be a fully web hosting and email server.
I used to have a mysql 8.4 until cPanel decided to have it been upgraded to version 9 without asking. The upgrade was problematic and the database could not restart. The steps cPanel gave us to have it downgraded back to version 8 (uninstalling version 9, downloading version 8, installing version 8) seemed problematic too. The process did not complete smoothly and the downloaded version 8 was having problems getting installed, therefore the server remained without a database server. cPanel used to be much more robust than it appears lately.
Thankfully, I had already initiated the process of setting up a new VPS and transferring everything there (already completed), because the hacking attempts were getting very annoying. Everything works fine now on the new server and the old one is retiring within a month (kept shut down most of the time for security purposes).

Thanks Andrew - after updating the cloudlinux-release package first, cPanel was then able to update to the patched version. I guess it was just a dependency between CloudLinux and CPanel that had gone wrong when the CloudLinux subscription expired.
