Sir I setup 2 vps as DNSOnly server 1st vps as ns1 and 2nd vps as ns2 and i connect dns cluster to main server as Synchronize changes, but i don't know wh its not working.

You should have ports: 4081:4085 i.e. ports from 4081 to 4085 i do but same error any other suggestion ?

Did you add ports 4081 & 4085 in TCP_OUT? That has nothing to do with whitelisting. Please see
