You will have to ask your service provider to fix the access issues, since you are a end user. The service provider will fix the things for you.

If its a script, put it in your public_html folder and add the cron job from your cpanel and that should do the job. If its not working contact your service provider and they will sort it out for you.

check error logs at /usr/local/apache/logs/error_log while browsing the website and it will give you an idea of whats happening.

make sure you are editing proper php.ini, there should be a seperate php.ini for your prestashop website.

Create HTML page and then upload it on the server using your cpanel FTP username and password.

its not possible to have multiple user accounts in one cpanel account. many cpanel users have requested this feature and I guess cpanel guys must be working on it.
