Checking this further, compiling newer versions of curl with IDN support requires libidn2, where previously it required libidn. libidn2 isn't currently provided by CentOS, but it is provided by EPE...

I've opened an internal inquiry(EA-6896) with our developers to see if there were any technical reasons why we dropped IDN support in EA4(ea-libcurl). I'll report back once we have an answer.
