The etc/ folder under the username was somehow moved to public_html/ so once that was moved back I could no longer FTP, so once I changed to SFTP in Dreamweaver I was able to FTP and also the issue...

I'm unable to duplicate this on a cPanel v70.0.23 server. Please use TextEdit to view the extracted file. When viewed inside cPanel using File Manage -> View the PHP file looks normal.
