Since it was originally disabled on the default list, check to see if it is selected on the disabled Features list. still not. is there anything i have to do after enabling the feature? still not...

You might check to see that your cPanel account's Package is using the Feature List you enabled Web Disk on. Also make sure you're using the default cPanel style rather than some customized 3rd par...
