Confirmed as an issue on 10.2.x as well. I thought upgrading to 10.3 would fix it, but it didn't.

This resolved it for us well, both on 10.2.x and 10.3.x across systems. Is there any information on what's causing this, and perhaps more importantly, steps to prevent it in the future?
