If domain.com is already on the server, creating an individual cPanel account for sub.domain.com can be done easy enough. How - would be nice to see here. Even if the is 6 years old.

Yes. CIDR seems to be working but covers a wider range that is necessary, but no spam is better.

That sounds like normal behavior to me. In general, multiple cPanel accounts can't be accessed in the browser at the same time as the session secures the port, not a specific username/connection....
