    Is this an official statement of Google? Could you please provide some more information, because this is the first time I've heard about penalties regarding not using SSL.

    Clear your browser cache and try again. Otherwise check your DNS settings, sometimes you have to clear them (e.g. using "ipconfig /flushdns" in Windows CLI).
