Update for anyone that cares.. I submitted a support ticket and it turns out that php_fpm failed to update it's configuration when the accounts were moved so rebuilding that config fixed my issue.

HI @LaLi @Jcats is correct on this. I would go one step further though and just remove it from the my.cnf entirely the benefits to skipping DNS resolution are minor and can cause issues with cPane...
