I confirm that after upgrading from cl-ea4 testing repo the issue is gone.

Quick update: It appears that the updated version of the package is actually available in CL testing repo. To get it installed on CL9.5:dnf upgrade ea-cpanel-tools --enablerepo=cl-ea4*

I confirm that applying the suggested fix works on CL9.5 however any subsequent dnf update command will reinstall the old package.
