Yes it is certainly not DMARC related. It's python or the mailman scripts. Some emails are delivered but the admin functions are all broken.

The best way is to edit the HOSTS file on your own computer. If you google that you'll plenty of tutorials.

Are the name servers registered as name servers? Eg host records at the registrar of the domain and not just A records assigned to IPs?
