Okay I finally got it fixed... now my main domain on it's own IP is redirecting to the default page for apache. The DocumentRoot /home/%user%/public_html/ is correct. Any ideas?

Whenever I use the IP it goes to apache's default page. Whenever I use the IP:2087 it doesn't goto the WHM/Cpanel it goes to domain.com:2087, not alpha.domain.com:2087 (which is my WHM/Cpanel).

(Sorry for the double post) Forgot to note: When I edit my hosts file on my local machine aka "C:\Windows\System32\drivers\etc\hosts" And put in... 0.0.0.0 alpha.domain.com 0.0.0.0 alpha.domain...
