Sounds as you have some bad permissions set on your /home directories. This is absolutely not default behaviour :)

Hmm - there must be something in your Grub configuration or maybe kernel that doesn't include quota. You are welcome to share your grub.cfg and I'll have a quick look.

This is usually a Grub configuration issue. I'd need to see your grub.cfg to check it, but else usually reconfiguring Grub configuration will fix your issue: cp -p /boot/grub2/grub.cfg /boot/grub2...

You cannot assign memory or CPU/cores to certain accounts, but with fx Cloudlinux, you can cap/limit/throttle the accounts' usage - you may want to look into that ;-)
