When you run PHP as DSO CageFS & PHP Selector will not work. Memory limits will not work as well. We strongly recommend using mod_lsapi instead.

Yes, you can set specific CPU/RAM limits per package or per account. CPU limits automatically limit the core usage.

IO limit would limit writes to disk by wget, but not network. CPU limit might also play a role, but it is all easily observable by lvetop

Please, try re-install vmware tools, make sure they are compiled from source (RPMs will not work)
