I don't believe there is a way to find this out however, if that database was still required, you should be able to retrieve it from a cpbackup file.

You have not followed the instructions in their entirety. You cannot untar a file that you do not yet have on your system.

I don't believe there to be functionality to view all accounts on the server however, you could use the API to generate a list on a per account basis.
