Did you check the error logs in /usr/local/apache/logs/error_log? Perhaps the public_html ownership/permissions are wrong, which it sounds like. Should be user:nobody, 750.

Do not use ruid2 with suphp - it's supposed to be used with mod_php.

I'd suggest you use the WHM Exim Configuration Manager in advanced mode to make your changes, then save. This will automatically update the exim.conf.local file.
