Finally all worked out! After the latest update I ended up having the same issue that HaNi Ghaith had. So once I did his fix now the service started successfully.

I white listed the IP address in the firewall then I ran again /usr/local/cpanel/scripts/restartsrv_cpanel_ccs I just now tried this, whitelisting within ConfigServer Firewall, still no luck whe...
